Commissioned by the Office of the Deputy Prime Minister (ODPM) in October 2004, the ‘Housing Act 2004: National Training Programme’ is aimed at providing support towards meeting the Housing Health and Safety Rating System (HHSRS) and licensing requirements of the Act. According to IDeA, the programme is backed by £5 million in Revenue Support Grant funding, between April 2005 and March 2006, from the ODPM. The first module of the programme will be delivered from June onwards, in partnership with Warwick University Law School. It will involve training more than 1000 local authority officers in HHSRS, in time for the government’s implementation date of October 2005. Other programme modules are currently in development, and will be delivered through a mixture of regional and sub-regional seminars, e-learning tools, formal training and the IDeA Knowledge website. Parts of the programme will be provided free of charge, while others will operate on a subsidised rate. Commenting on the programme, IDeA Director of Services (North and Midlands) Martin Horton said: "The HHSRS and licensing provisions of the Housing Act 2004 will have significant strategic and policy implications for local authorities. The ‘Housing Act 2004: National Training Programme’ is being designed to meet the training, development and awareness needs of local authorities at all levels."
