DPMT, the MOD's centre for acquisition training, was selected by BAE SYSTEMS following a competitive tender to develop and deliver a Commercial Foundation Training programme. LogicaCMG, who is DPMT's training partner under contract with the MOD's Defence Procurement Agency, is jointly responsible with the MOD team for the provision of the training. The training team is made up of LogicaCMG and MOD tutors. The programme, based around the theme of 'What makes a good contract', is designed to address the increasingly complex commercial environment that BAE SYSTEMS is operating in, and the challenges of prime contracting and partnering. Each commercial officer will undertake a core programme of 14 days training. The programme comprises 5 training courses covering: commercial basics, commercial fundamentals, contract management, negotiation skills and market analysis. According to LogicaCMG, a key feature of the programme is the ability for delegates to gain accreditation to the Office of Government Commerce (OGC) Certificate of Competence in Purchasing and Supply, which gives exemption from the Chartered Institute of Purchasing and Supply (CIPS) Foundation Stage. Tony Winter, commercial director (Core Programmes) Air Systems at BAE SYSTEMS, said: "BAE SYSTEMS sees this programme as providing a step-change in the way that our commercial function operates. The partnering relationship with the MOD, established through LogicaCMG and DPMT, is a very positive first step." Joe Hemming, managing director, space and defence at LogicaCMG, said: "Our 8-year contract for the provision of training at DPMT with the MOD requires commercial exploitation under the Government's Wider Markets Initiative, aimed at deriving enhanced value from public sector initiatives. "The BAE SYSTEMS Commercial Foundation Training Programme is the first major contract under this arrangement, and is a great testament to the professionalism of the staff and training delivered at DPMT." Eric Gates, director, Commercial Information Superiority at MOD's Defence Procurement Agency, said: "Winning the contract with BAE SYSTEMS is a welcome recognition of DPMT's facilities, skills and intellectual property for promoting commercial professionalism. "I am delighted to see DPMT providing this training to BAE SYSTEMS as this can only help future communications and improve mutual understanding."
