He announced a new framework of contractors for the capacity building programme, which is a joint three-year initiative between the Office of the Deputy Prime Minister and the Local Government Association. The new framework benefits from a mix of smaller niche providers as well as larger suppliers, who will deliver capacity building activity for local councils. This could include strengthening leadership skills, encouraging the sharing of best practice across councils, strengthening recruitment and retention processes for local government staff, and improving procurement procedures. Nick Raynsford, Local Government Minister, said: "Having a well trained work force plays an important part in improving local government performance. The new framework announced today will help deliver training and development programmes to boost the core skills of staff working in local government. This will help them to manage their councils better to ensure improved service delivery."
