Home > News > March 2004 > 30-Mar-2004 EO/IDeA launch national leadership development strategyA strategy aimed at building leadership capacity in local government has been launched by the IDeA and the Employers' Organisation for local government (EO) on behalf of the Leadership Development Commission (LDC). The leadership development strategy aims to provide a framework that stimulates leadership development at all levels, putting forward priorities for action and highlighting existing and emerging good practice. Cllr Ian Swithenbank, Chair of the EO said: "Good leadership is essential to the continuous improvement of services. Local government needs people who can make things happen and inspire staff to consistently produce the best results for both the organisation and the community. Councils need to create the political and managerial leaders of tomorrow by attracting applicants from a wide and diverse pool of talent and by developing the skills and capabilities of existing employees." Colin Barrow, IDeA Chairman, commented, "The link between excellent service delivery and good leadership is well established, and examples abound in the best performing local authorities. However it is important that all councils recognise the significance of leadership, and ensure that they are supporting the development of leadership skills in both managers and elected members. Every council should have mechanisms in place to develop its leaders and the leaders of the future. The leadership development strategy, with its focus on leadership at the national, local and individual level, is intended to guide councils to meet these challenges." The strategy was launched on 25 March at the Cabinet War Rooms in Westminster. The speakers at the event included LGA Chief Executive Brian Briscoe, Cllr Margaret Eaton of Bradford Metropolitan District Council and Mary Ney, Chief Executive of London Borough of Greenwich.
